About This Conference
The Grants Conference will
provide you with important information about
federal agency plans for over $3 billion in grants
to first responders for training, communications,
and outfitting. Attendees will learn where the
funding is located, how to obtain, win grants and
how to survive the audit process. Speakers will
also address such subjects as writing grants, how
grants are evaluated, key actions to undertake

Keynote Speaker
Kerry Thomas
is the Director of the U.S. Department of
Homeland Security (DHS), Office for Domestic
Preparedness (ODP), State and Local Operations
Directorate (SLOD), Information Management and
Preparedness Support Division (IPD). As the
Director of IPD, Mr. Thomas is responsible for
oversight and management of a broad range of ODP
programs and services, including the State
Homeland Security Assessment and Strategy Program,
the ODP Pre-positioned Equipment Program, the
Homeland Defense Equipment Reuse Program, the
Domestic Preparedness Equipment Technical
Assistance Program and a variety of related
programs and services.
Guest Speakers
Steve Brooks
is the Director of Grants Coordination for the
Homeland Security Business Unit at Oracle
Corporation. Mr. Brooks is a Sales Support
Specialist, assisting customers and account
managers with understanding and tracking the
Federal to State & Local grant process. At Oracle,
Steve coordinates a grant knowledge base and
expert resources for grants intelligence and the
synchronization of grant cycles with customers
project timelines and sales cycles.
Mary Gonzales
brings over 20 years of experience in
Program Development, Administration and Process
Management, to her position as a Program Advisor
for the US Department of Health and Human
Services' Grants.gov Program Management Office.
Mary coordinates and assists government agencies
with fulfilling the mandates of the President's
Management Agenda and the Office of Management and
Budget (OMB). She works with Government agencies;
guiding their transition of grant program
notification and application to the single, secure
website unifying Federal funding, Grants.gov.
Suzy Haleen is Manager of Grants Products
at INPUT. INPUT provides grants research coverage
of over $100 billion in federal and block grant
programs and awards that are available to state &
local governments.
Rob Housman,
Senior Vice President, co-chairs the Homeland
Security Practice Group of Fleishman-Hillard
Government Relations. In this capacity he
represents companies ranging from Fortune 500's to
cutting-edge start-ups in sectors ranging from
energy infrastructure to biotechnology.
Bill Nathan is Principal of
Harvest Grant Consulting, LLC, a national grants
consulting firm that specializes in all forms of
public safety, including established and
newly-developed Homeland Defense grants. Since
1985 he has provided consulting and direct service
to 37 local governments and countless nonprofit
agencies. As a member of three Boards of Directors
of grantmaking entities, his knowledge ranges
across the grants spectrum, and he has taught the
fine points of federal and state grantwriting for
some of the largest fundraising training
conferences in the country. He currently serves on
the Urban Area Working Group for Homeland Defense
based in Alameda County, California.
Michael Paddock is President and
CEO of Grants Office, LLC, a national grants
information and consulting firm. Since 1993, he
has consulted with numerous nonprofits,
municipalities and corporations around the United
States. Michael served from 1997-2001 on the US
Interagency Electronic Grants Committee's State
and Local Sub-committee and he helped found the
New York State E-Grants project. Michael is a
regular contributor to the Homeland Defense
Journal, and is a featured speaker at many
national conferences specializing in funding for
homeland security.
