About This Workshop
The Grants Workshop will provide
you with important information about federal
agency plans for over $3 billion in grants to
first responders for training, communications and
outfitting. Attendees will learn where the funding
is located, how to obtain, win grants and how to
survive the audit process. Speakers will also
address such subjects as writing grants, how
grants are evaluated, key actions to undertake
while preparing for release of the grant notice,
how to prepare for the audit and compliance
checks, and resources for tracking new grant
releases.

Michael Paddock is President and
CEO of Grants Office, LLC, a national grants
information and consulting firm. Since 1993, he
has consulted with numerous nonprofits,
municipalities and corporations around the United
States. Michael served from 1997-2001 on the US
Interagency Electronic Grants Committee's State
and Local Sub-committee and he helped found the
New York State E-Grants project. Michael is a
regular contributor to the Homeland Defense
Journal, and is a featured speaker at many
national conferences specializing in funding for
homeland security.
Guest Speakers
Steve Brooks is the Director of
Grants Coordination for the Homeland Security
Business Unit at Oracle Corporation. Oracle
assists customers with understanding and tracking
the Federal to State & Local grants process, and
uses a grant knowledge base and grant expert
resources for intelligence and synchornization of
grant cycles with customers project timelines and
sales cycles.
Kelly H. Carnes is President and
CEO of TechVision21, a global technology strategy
firm that helps organizations: pinpoint and secure

leaders; and perform cutting edge research and

Rob Housman, Senior Vice
President, co-chairs the Homeland Security
Practice Group of Fleishman-Hillard Government
Relations. In this capacity he represents
companies ranging from Fortune 500's to

Andrea Lange is the
Marketing/Outreach Manager for the National
Criminal Justice Reference Service (NCJRS), a
contract administered by the Office of Justice
Programs, U.S. Department of Justice. NCJRS is an
information clearinghouse providing cirminal and
juvenile justce, substance abuse, statistics,
victimoloy and other information to practitioners
and policy makers as well as the public. The
Service uses many different media to disseminate
results of the Department's programs and grant
research including the website at www.ncjrs.org.
Before joining NCJRS, Dr. Lange was on the faculty
at American University from which she received a
Ph.D. in Sociology and Justice and Master's in the
Administration of Justice.

appropriations and how these funds will likely be
administered, compared with past years. This
session is a must for anyone who is seeking
funding, whether or not they have any grants
development experience.
9:15 - 10:00am First Responder Funding
This session will illuminate the
sometimes murky process by which State Homeland
Security grants and their counterpart Urban Areas
Security Initiative grants will be administered in
2005. The session will also include tips for
maximizing your agency's share of these funds.

Perspectives on the Role of the Vendor in Homeland
Security Grant Funding
Guest Speaker: Steve Brooks
This session will review the expectations between
vendor and government customer for grant support
and demonstrate Oracle's approach to assisting

sharing.

the government s major homeland security R&D
programs and key Administration initiatives,

and priorities for development of first responder
technologies. Participants will learn how to find
and compete for the R&D opportunities that best
fit their capabilities and interests.
1:15 - 1:45pm Finding Information to Help
Win Grants
Guest Speaker: Andrea Lange
The process
of writing a grant proposal starts with
identifying the most current and accurate
information to support your case. This session
guides participants to information services
provided by The National Criminal Justice
Reference Service (which is administered by the
Office of Justice Programs, USDOJ) and its web
site,
ncjrs.org, as well as other federal criminal
justice related sites.
1:45 - 2:30pm Function-specific Funding
Streams
Some programs are open only to specific
types of agencies, others only fund specific types
of purchases. This session will cover available
funding for specific first responder groups and
identify cross-functional and collaborative
opportunities as well.
2:30 - 4:15pm Making the Cases: Tips on
Writing Proposals that Win Funding
Whether you're writing a letter to your
Congressman or responding to a strictly regimented
Request for Proposals from the National Science
Foundation, your proposal must tell a persuasive
story. This session will help you as a grantseeker
to position your project in a compelling way that
will make you more likely to get funded.
4:15 - 4:30pm Wrap-up/Putting Together a
Grants Strategy that Works!
The close of the program will include
strategies for moving your grants development
goals forward. The session will include anecdotes
on what has worked for first responders around the
country to:

implement a grantseeking plan that generates
results.
