Director Department of Defense Document Automation and Production Service Stephen T. Sherman became Director of the Document Automation & Production Service (DAPS) in May 2001. He had been serving as its Deputy Director since July 1999. Headquartered in Mechanicsburg, Pennsylvania, DAPS provides document automation products and services to the Department of Defense (DOD) and designated federal activities, including imaging and conversion of documents to electronic media, digital warehousing, and distribution of digital and hardcopy information. It is the single manager for all DOD printing and duplicating as well as the executive agent for the DOD specifications and standards program. DAPS is a $374 million Defense Working Capital Fund organization with 181 facilities including 33 overseas and in 14 countries. Upon graduating from the University of Dayton, Ohio with a Bachelor of Science degree in Business Management, Mr. Sherman began his DAPS (then Navy Publishing and Printing Service, or NPPS) career in November 1979, as a Management Intern, where he worked in the customer service departments of the Philadelphia, PA and the Newport, Rhode Island NPPS facilities. In January 1983, Mr. Sherman became the Director of NPPS Cleveland, Ohio, facility where he was responsible for all policy, customer service, and procurement and production operations for the Ohio area. From October 1984, to June 1989, Mr. Sherman was the Director of the Brooklyn, NY NPPS office. He was responsible for policy, copier management, customer service, and procurement and production operations for 85 major Navy customers located in the New York, Connecticut and New Jersey areas. He was also a member of NPPS’ corporate pricing committee. In June 1989, Mr. Sherman became the Branch Head of DAPS (then Defense Printing Service, or DPS) Plans, Policy and Technology Assessment Branch, located at the Headquarters Office, Washington, DC. This branch, reporting to the Planning Division of the DPS organization, was responsible for the coordination and implementation of 15 major automation initiatives. Program management included justification to and approval from higher authority; as well as acquisition and implementation of the information technology systems, many of which were related to the DOD Computer-aided Acquisition and Logistics Support (CALS) Program. Acquisition budgets totaled $64 million from 1990-1992. From October 1994 to July 1999, Mr. Sherman was the Director of DAPS Business Management Division. His duties included corporate production operations, the corporate sales program, Chief Information Officer (CIO), and management of major corporate programs such as Shipboard Copier, Cost Per Copy, Multi-Functional Devices, Conversion Contract, DocAccess On-Line, Procurement, Purchasing, Combat Mobility and Contingency, and Internal Contingency. He also served on the DAPS Corporate Board setting policy and strategic direction for the organization, as well as heading up the corporate presentation function. Mr.
Sherman is the recipient of numerous awards, including NPPS Manager of
the Year award in 1983 and 1984, Sustained Superior Performance Awards,
and the Defense Logistics Agency (DLA) Meritorious, Superior and Exceptional
Civilian Service Awards.
