Mike Raber is a senior consultant in Continuity of Operations (COOP) for TeleCommunication Systems, Inc. (TCS), and is the COOP Program Manager for Defense Telecommunications Service – Washington (DTS-W). As a certified COOP Planner, Mike has assisted numerous DoD components and other federal agencies in developing strategies for solving communications-related challenges involving disaster recovery, emergency preparedness, crisis management, and business continuity. As the DoD’s telecommunications service provider of choice, DTS-W has implemented COOP Communications solutions covering thousands of personnel throughout the National Capital Region.

Prior to joining TCS, Mike served as team leader while conducting risk and vulnerability assessments and developing security, contingency, and emergency response plans for various U.S. and international organizations, including national governments and commercial enterprises in high threat regions. His international security experience includes two years as Team Leader for a U.S. government sponsored WMD non-proliferation project in Central Asia. A retired Commander in the U.S. Coast Guard, Mike gained much of his experience and expertise in emergency communications and management during a 26 year military career that included service as On-Scene Leader for the Hurricane Andrew Emergency Response Team, membership in the Crisis Action Center for the Exxon Valdez oil spill, and numerous high profile law enforcement missions involving drug interdiction, illegal immigration, natural resources, and environmental response. Mike is a 1980 graduate of the U.S. Coast Guard Academy and holds a M.A. in National Security and Strategy, and a M.S. in Engineering.
