Norman Beasley Norman Beasley serves as the Counter-Terrorism Coordinator for the Maricopa County Sheriff’s Office. In that capacity he provides support to the Office in the areas of counter-terrorism, special events, demonstration management, intelligence, facial recognition, incident command and homeland security related issues. Norman Beasley retired from the Arizona Department of Public Safety in August of 2006 after 37 years of service. Prior to retirement he was the DPS Intelligence Bureau Commander which included the command of the Arizona Counter Terrorist Information Center and the HIDTA Intelligence Support Center. As the Bureau commander he was responsible for directing criminal intelligence and criminal investigations involving terrorism and organized crime, special events, threat and vulnerability assessments, CBRNE, support of the State’s homeland security strategies and served on the Executive Committee of the FBI Phoenix Division Joint Terrorist Task Force. Prior assignments included; Patrol, Narcotics, Intelligence, Training, Criminal Investigations, Explosives, Tactical Operations and previously served with the Oak Park and Livonia Michigan Police Departments. He was responsible for the development, implementation and operation of the Arizona Counter Terrorist Information Center, a multi agency operation involving over 240 state, local and federal officers from forty three agencies. This center has become a national model for intelligence fusion centers. As a nationally recognized authority on the development of fusion centers, intelligence and interagency cooperation, he has provided assistance to over 300 agencies interested in implementing their own fusion centers and was appointed to the USDOJ funded Global Intelligence Fusion Center Advisory Committee and the Council of State Governments Homeland Security Advisory Committee. Mr. Beasley provides assistance to the United States Departments of Justice and Homeland Security in the areas of fusion centers, intelligence, civil emergencies, special events and terrorism. In this capacity he has served as both a presenter and facilitator at the USDOJ/USDHS sponsored Regional Fusion Center and the National Fusion Center Conferences. He has provided on site USDHS Fusion Center Technical Assistance to State and UASI fusion centers during their development stages and conducted fusion center briefings throughout the country for USDOJ. He served as the Co-Chairman of the USDOJ Civil Disorder Initiative's National Working Group which was responsible for the development and implementation of the model National training program dealing with civil disorders/special events and continues to provide support to state, local and federal agencies in this area. He is currently involved with the USDOJ, USDHS, Sacramento California Joint Powers Authority and Michigan State University in developing training programs designed for intelligence unit commanders, intelligence analysts and sustaining the intelligence function. He has extensive experience at the executive and field command levels of criminal investigations, intelligence, tactical operations, domestic preparedness, terrorism, crowd control, demonstration management and special events. He has commanded the Departments tactical & intelligence support operations at numerous special events and critical incidents. Special event command assignments have included; venue commander at Papal Mass, DPS event commander and chairman of the intelligence and explosive sub-committees for Super Bowl XXX., 1996 Summer Olympics, venue security manager for Centennial Olympic Park and commanded DPS planning, intelligence and field operations as a member of the Joint Command Group for the 2001 World Series and the 2004 Presidential Debate. In January of 2004 He served as the law enforcement incident commander during the longest prison hostage incident in U.S. history that resulted in a peaceful resolution. He is a life member of the International Association of Chief’s of Police and serves on its Patrol and Tactical Operations Committee and is a member of the State and Provincial Retirees Section, charter member of the Arizona Domestic Preparedness Task Force, former Chairman, Arizona HIDTA Intelligence Committee and a member of the International Association of Bomb Technicians and Investigators. He possesses an Associates Degree in Criminal Justice and a Bachelor of Arts in Public Management, is a graduate of Arizona State University’s Public Executive Institute Course and the XXVI session of the Federal Bureau of Investigation, National Executive Institute.
