Technician Michael Rappe began his emergency career as a Emergency Medical Technician in 1978 and graduated from Paramedic school in 1979 and worked on municipal first response ambulances and the Newborn Transport Team at Children’s Hospital in Denver, Colorado. He was appointed to the Denver Police Department in 1986 and served in the patrol division in Northwest Denver. He was promoted to Field Training Officer in 1990 and trained recruits within the Patrol Division. He was selected to instruct Law Related Education to High School Students at West High School in Denver, Colorado and instructed students from 1993 until 1995. He was promoted to Detective in 1996 and served in the Crime Lab as a Crime Scene Investigator and then in 1997 was transferred to the Burglary/Theft Unit where he served for 5 years. He instructed burglary and crime scene investigation classes to Denver Police Department recruits at the academy from 1997 until 2002. Technician Rappe was reassigned as a Community Resource Officer in 2002, and worked with the community and business and school groups on crime prevention concerns and instructed citizens on Neighborhood Watch and Personal Safety techniques to improve their overall safety.

Technician Rappe and his partner created a crime prevention program for businesses entitled Business Watch that was adopted by the Denver Police Department citywide and was implemented in the Denver Police Department strategic goals for Crime Prevention. Technician Rappe instructed the Crime Prevention and Community Policing classes to the Denver Police Department recruits from 2002 to 2007 and instructed on Community Policing techniques as a guest lecturer at colleges in the Denver Metro area. Technician Rappe attended and was certified to instruct for New Mexico Tech in the classes of Incident Response to Terrorist Bombings and Prevention and Response to Terrorist Bombings and has instructed this class to first responders and the security community and instructed the security staff of INVESCO Field prior to the beginning of the 2007 Denver Bronco Season.

Technician Rappe was certified as an instructor in the National Incident Management System and Incident Command System by FEMA at Emmitsburg, Maryland and instructs on the Incident Command System as a contract instructor for the Center for Domestic Preparedness in Anniston, Alabama. Technician Rappe instructs the Denver Police Department Recruits in the Incident Command System and Weapons of Mass Destruction. Technician Rappe is married and has two adult daughters and lives in Highlands Ranch, Colorado with his wife and daughters and their four dogs.
