Matt Bower Matt Bower is a Branch Chief at the FEMA/Grant Programs Directorate in Washington, DC. His assignments include the 15 States and 17 Urban Areas in FEMA regions 5, 6, and 7. His major responsibilities include the implementation of State and Urban Area Homeland Security strategies, working directly with State Administration Agencies to administer preparedness grant funding, and ensuring successful delivery of GPD-sponsored programs. In addition, he works as a liaison between the States and other FEMA directorates to include training, exercise, and technical assistance. Matt has worked at DHS since 2003.
