Pablo Gonzalez

Mr. Gonzalez is the Director of Crisis Management Services for Telemus Solutions and the principal designer and facilitator for all Telemus directed planning projects. Among his recent accomplishments, Mr. Gonzalez has been selected by both Oak Ridge National Laboratories and Pacific Northwest National Laboratories as their incumbent “Subject Matter Expert for the “Pre-Hospital Emergency Medical Services,” “Firefighting” and the “Urban Search and Rescue” components of Homeland Security’s National Regional Technology Initiative planning team.  On December 2005, Oak Ridge National Laboratories honored Mr. Gonzalez by presenting him with an “Excellence in Work” award for his work on Homeland Security’s National Regional Technology Initiative. As part of his work at Telemus Solutions, Mr. Gonzalez has authored over thirty different emergency response plans; all are currently in use today.

Prior to his tenure at Telemus Solutions, Mr. Gonzalez was the former Manager for the Public Health Preparedness Office for Miami- Dade County, Director of the South Florida Regional Public Health Bioterrorism Preparedness Office and the Regional Public Health Co-Chair for Region 7 (Palm Beach, Broward, Miami- Dade & Monroe Counties) of the Governor’s State Wide Domestic Security Task Force organized by the Florida Department of Law Enforcement.  He was the prime coordinator for all Department of Public Health WMD response plans in South Florida, co-chaired the South Florida Hospital Disaster Committee and chaired the State’s planning committee for the Governor’s State Working Group on Terrorism.  Mr. Gonzalez was assigned by the Florida Secretary of Health as the primary liaison between Public Health and Law Enforcement in South Florida.

Mr. Gonzalez and his staff were members of the incident command team sent to manage and mitigate the first recorded anthrax attacks against the United States.  Mr. Gonzalez and his team responded to the contaminated American Media International building, where the environmental samples were collected for identification.  Their findings were reported directly to CDC and the White House. 

Prior to his position as the Bio-Terrorism Program Manager, Mr. Gonzalez was the MMRS Coordinator for the Miami-Dade County Office of Emergency Management; where he helped design and implement Florida’s first Metropolitan Medical Response System (MMRS). In doing so, he helped pioneered the multi agency response concept in South Florida and during this time Mr. Gonzalez responded alongside the FBI to over 36 incidents suspected to be WMD related.  Mr. Gonzalez retired as a Battalion Chief Paramedic after 22 years of service with the Coral Gable Fire Department in Miami.  During his career he was a post-Hurricane Andrew Command Post Commander and was the Fire Rescue Incident Command Post Coordinator for the Summit of the Americas.

Mr. Gonzalez was tasked with developing the “South Florida Regional Bio-response System” and was the principal author of several emergency response plans that are currently in use by different jurisdictions in the United States and the Caribbean.   In addition, he was recognized by the Florida Department of Law Enforcement as a major contributor to the statewide philosophy on terrorism response and a frequent lecturer at FBI Terrorism Briefings, the University of Miami’s Medical School, University of Central Florida, Miami-Dade Community College, Florida International University, USDA Division of Science and Technology and the Homeland Defense Journal.  He was also a member of the FBI Weapons of Mass Destruction Task Force in Florida.  Besides being an experienced Chief Fire Officer and Paramedic, Mr. Gonzalez has received specialized training from the Department of Energy’s Nuclear Emergency Search Team (NEST), as well as from the National Fire Academy, USAMRICD, FBI, Department of Defense, Texas A&M University, Health and Human Services, FEMA and is a graduate of the WMD COBRA training program.

Mr. Gonzalez has most recently developed emergency response plans and table top exercises in Frederick County Virginia, Bellevue Washington, Loudoun County Virginia, Miami Florida, Dade County Florida, Trinidad and Tobago, Palm Beach and Orlando Florida and moderated a nationally televised bio-terrorism response tabletop exercise for the National Association of County and City Health Officials (NACCHO).  Mr. Gonzalez is also the subject matter expert providing the content material for the new ASVACO© Plan Generator Software© .
