David joined EG&G’s, Homeland Security Strategic Business Unit in December of 2005 as Director of Response and Recovery Services

Prior to joining EG&G, he served with the US Department of Homeland Security’s, Federal Emergency Management Agency (FEMA) as a Federal Coordinating Officer (FCO), one of 25 members of the National FCO Program. In 2004 he was detailed as Special Assistant to the Director of FEMA. As a collateral assignment he was selected to serve as a Principal Federal Official (PFO) on behalf of the Secretary of Homeland Security in the event of an incident of national significance. The PFO serves senior federal official when designated by the Secretary of DHS.

David began his career in emergency management with the California Governor’s Office of Emergency Services (OES) in January 1994 following the Northridge Earthquake. At OES he held positions in both the areas of Response and Recovery and had extensive involvement in the major recovery programs. Other duties included acting as chief spokesperson during disaster operations, coordinator of legislative affairs and local government liaison duties.

Previous disaster assignments with FEMA have included: Hurricanes Katrina, Rita, & Floyd, the Nisqually Earthquakes, the Los Alamos Fires, Tropical Storm Allison, Super Typhoon Pongsona, in the Western Pacific, Hurricane Isabel and the 2003 Southern California Fire Siege. In the days following 9/11 he was assigned to the national response team that was formed specifically to respond to the next terrorist attack.

David led federal response operations for Hurricane Isabel in Virginia. His other assignments with FEMA have included serving in lead roles during National Special Security Events (NSSEs) including; the 2000 Democratic National Convention and the 2002 Winter Olympics in Salt Lake. Following 9/11, he served for 3 years as Team Leader of the Blue Team, one of FEMA’s National Emergency Response Teams for acts of terrorism, catastrophic disasters and national emergencies.

In his last assignment with DHS, he served on the staff of Coast Guard Vice-Admiral Thad Allen, The PFO for the response to Hurricanes Katrina and Rita in the Gulf Coast.

Prior to entering emergency management, David spent 12 years in the real estate development industry as a project manager and external affairs advisor.
