Captain John Donnelly

Homeland Security Division

Captain John Donnelly has 24 years experience as a firefighter and has worked with the District of Columbia Fire and Emergency Medical Services for 14 years.  He currently is a Captain in the Homeland Security Division.  He responded to the 9/11 Terrorist Attacks and the Anthrax Attacks.  Job responsibilities include development and administration of Homeland Security Policy and through that policy grant applications and management.

Captain Donnelly provides leadership to the National Capital Region as Co-Chairman of the Metro Washington Council of Governments Hazardous Materials Committee and through his work on this committee is one of the principal authors of the regional Radiation Response SOG and the Rapid Response to WMD for First Responders SOG.  He also serves on DHS committees for Radiation Decontamination and Capabilities Assessment

Captain Donnelly has given talks on Innovative Procurement Practices, Hazardous Material Response, Mass Decontamination, Collaborative Working Environments and the Evolution of Homeland Security.

Captain Donnelly has a BS degree in Fire Science from the University of the District of Columbia and is working on his Masters Degree at the Naval Postgraduate School, Center for Domestic Preparedness.
