David Goldbloom-Helzner

Mr. David Goldbloom-Helzner is a Project Manager at ICF International headquartered in Fairfax, Virginia.  He has over 21 years of experience in emergency management and critical infrastructure protection.  His areas of specialization include water and chemical security, hazardous materials, contaminant warning systems, risk management, and emergency response.  Mr. Goldbloom-Helzner has been substantively involved in several key national water security initiatives.  For the Department of Homeland Security, he was the liaison to the Environmental Protection Agency to help facilitate the development of the Water Sector Plan to the National Infrastructure Protection Plan under Homeland Security Presidential Directive-7.   For EPA's Office of Science and Technology, Office of Water and the National Homeland Security Research Center, he managed efforts to evaluate technologies to provide early warning for intentional microbial, chemical, or radiological contamination to the drinking water distribution system.  He also supported the White House Homeland Security Council’s Interagency Workgroups on Water Infrastructure Protection.  His experience also includes workshops and forums concerning security and risk matters, helping him to establish a network of water industry stakeholder contacts in associations, universities, government agencies, utilities, national laboratories, and private firms.  Additionally, Mr. Goldbloom-Helzner has extensive experience in addressing emergency preparedness issues, particularly emergency exercises.  He has designed, facilitated and evaluated dozens of emergency exercises for FEMA, DHS, and 15 states including tabletop, functional, and full scale exercises throughout the country.
