Charlie Payne Charlie Payne is the Section Chief of the Office for Bombing Prevention (OBP), a component of the Department of Homeland Security (DHS) Protective Security Coordination Division. OBP provides leadership and coordination within DHS on explosive threats and countermeasures, while working with Federal, State, and local government partners to enhance and integrate national capabilities to combat explosive attacks. Along with coordination activities, OBP maintains TRIPwire, the Technical Resource for Incident Prevention, which is DHS’s exclusive explosives-related information sharing system for law enforcement and first responders. OBP also provides subject matter expertise to intergovernmental strategic planning initiatives, conducts capabilities and requirements analysis for key stakeholders through its National Capabilities Analysis Database (NCAD) initiative, and promotes awareness and preparedness for bombing threats among the public and private sector. Mr. Payne joined OBP following retirement from the United States Navy. His leadership and expertise in conventional and unconventional explosive device threats was gained in-part during more than twenty years of active Navy service in the explosive ordnance disposal (EOD) field, where he rose from EOD Assistant to be commissioned as Chief Warrant Officer in 1998. In addition to diverse duties that included EOD support to Special Operations units, presidential security details, advanced weapons systems research and development, and mine countermeasures diving, Mr. Payne served two overseas tours and as Command Senior Enlisted and Office-in-Charge of operational EOD Mobile Units in both the Atlantic and Pacific fleets. Prior to taking the helm of OBP, Mr. Payne initially assisted DHS with site-specific vulnerability and protective measures assessments throughout the nation and was assigned to support National Security Special Events. Originally from Memphis Tennessee, he now lives in Stafford, Virginia with his wife Cindy, son Ryan, and daughter Mackenzie. |
