Andrew S. Levy is an IBM Master Innovation Catalyst and senior managing consultant with IBM in the office of IBM's CTO for US Federal Software. (www.ibm.com/federal).  He is a leader of the IBM Public Safety and Homeland Security Community and one of original members of IBM's Accessibility Accelerator Team.

Mr. Levy is Chairman of the Fairfax County Citizen Corps Council.  He has a true passion for emergency management with over 1,000 hours of volunteer work in 2007 with leadership and instructor roles in programs such as the Community Emergency Response Team (CERT), Medical Reserve Corps (MRC), Volunteer Mobilization Leadership Team, and many others. Mr. Levy was the inaugural recipient of the 2007 Citizen Corps Leader of the Year award.

In addition to working and volunteering full-time, he is also the creator and main contributor to the Fairfax County Citizen Corps blog, (http://citizencorps.blogspot.com), which is regularly read across the United States and in over 25 countries.

Mr. Levy is a regular conference speaker on emergency management incorporating volunteers and citizens, leveraging technology with industry and real life experience.
