About This Workshop:

The Situational Awareness and Crisis Communication Workshop will teach you what to consider during times of crisis and provide you with guidance for a seamless approach for an integrated, coordinated response in the event of a disaster or other large-scale emergency. At the workshop, you will focus on critical information required to achieve and sustain risk-based target levels of capability and create an accurate picture of what is occurring – and how to best respond – during a crisis. This includes an effective approach to understanding the emergency, communicating with the appropriate parties, responding effectively, and knowing what to do to avert the next situation.

The Situational Awareness and Crisis Communication Workshop aligns with and contributes to multiple Department of Homeland Security (DHS) Target Capabilities including Planning, Communications, Risk Management, Community Preparedness and Participation, Onsite Incident Management, Citizen Evacuation and Shelter-in-Place, Emergency Public Information and Warning and Medical Surge. This workshop is also consistent with the National Preparedness Goal, the National Response Framework (NRF) – formerly the National Response Plan (NRP) - and the National Incident Management System (NIMS); and will focus on an all-hazards approach to emergency response while incorporating best practices and procedures.

Your learning venue includes a series of lectures; discussion of lessons learned and recommended improvement plans as a team during group exercises/breakout sessions. You will evaluate a disaster situation during an interactive case study to increase your confidence in applying the learned methodologies and practices in the real world. Workshop handouts will include checklists that will also assist you with real-life use capabilities of the content.

Topics Include:

  • Building effective networks among local, State, Federal and private sector homeland security officials
  • Integrating and synchronizing the missions of prevention, protection, mitigation, response and recovery to such issues as intelligence, information sharing, critical infrastructure protection, public health, threat recognition, public communications, incident and fear management
  • Exploring emerging homeland security issues at the strategic, policy and organizational levels, especially the challenges of intergovernmental collaboration, public- private coordination, unified crisis operations and working relationships across regions, agencies and local-State-Federal jurisdictional lines

About Your Instructors:

Stewart Smith is Vice President for Logistics Support Incorporated's (LSInc's) Emergency Preparedness and Response Division where he's responsible for strategic planning and business development. LSInc's customized all-hazards expertise emphasizes emergency preparedness and response through collaborative partnerships and coordinated programs with the federal, regional, state, local, and international markets.  A retired Navy Commander, Medical Service Corps Officer, his previous military work history spans over 25 years of progressive assignments that includes Chief of the Joint Regional Medical Plans and Operations Division for the North American Aerospace Defense Command and the United States Northern Command (NORAD-USNORTHCOM), Surgeons Directorate; Director of International Health Operations Policy, Homeland Defense, and Contingency Planning Policy for the Assistant Secretary of Defense for Health Affairs; Branch Chief for the Joint Staff, Health Services Support Division; and Branch Head for the Deployable Medical Systems, Office of the Chief of Naval Operations, Medical Plans and Policy (OPNAV-N931).  Stewart holds graduate degrees in Public Health Management and Policy from the Yale School of Medicine, Department of Public Health and Epidemiology; and the Naval War College in National Security and Strategic Studies. He is a Doctoral Candidate in Complex Emergencies and Disaster Management at Tulane University, and holds Adjunct faculty appointments at Tulane University.  He is the co-founder of and current President to the American College of Contingency Planners (ACCP).

James Paturas is Deputy Director for the Yale New Haven Center for Emergency Preparedness and Disaster Response with over 30 years of experience in the healthcare industry. He is also Associate Director for the International Collaborating Center for Emergency Preparedness and Disaster Response. As the Director of Ambulatory Development and Emergency Medical Services for Bridgeport Hospital for over 20 years, he also served as the chairman of the hospital’s emergency management committee.  Mr. Paturas was recently appointed to the FEMA National Advisory Council and the DHS Homeland Security Information Network Advisory Council.  He is the Past President of the American College of Contingency Planners and Past President of the National Association of Emergency Medical Technicians. Mr. Paturas currently serves on the Editorial Advisory Boards of the Journal of Business Continuity and Emergency Planning, Inside Homeland Security® and the 2008 Contingency Planning & Management Group journal. He served on the NFPA Technical Committee on Disaster Management which developed the NFPA 1600 Standard on Disaster/Emergency Management and Business Continuity Programs 2000 Edition and the 2006 Hospital Incident Command System IV Edition Review Group sponsored by the California EMS Authority. He is also a licensed paramedic, Certified Emergency Manager, Certified Business Continuity Planner and Fellow of the American College of Contingency Planners.

Workshop Location:

The workshop will be held in the Homeland Defense Journal Training Center in the Jefferson Plaza Building at 1421 Jefferson Davis Highway (7th floor), Arlington, VA 22202. Public parking at the facility is available for $10.00 early morning special (before 8:00am) or $18.00 all day. The Jefferson Plaza Building is just two blocks from the Crystal City Metro Station on the blue and yellow line. Please note: the parking garage is located on Crystal Drive.
