About
this Workshop:
Shortly after 9-11, terrorists focused their efforts on a new kind of terrorism-the US mail system. Various anthrax incidents caused countless mail system employees to become severely ill, and some even died. While years have passed since the last anthrax attack, the threat of a future attack stands stronger than ever.
In order to ensure the safety of both internal mail center employees and external customers, preventative procedures need to be updated, re-analyzed and re-constructed. Mail center management is responsible for maintaining American trust in the US mail system as well taking appropriate steps to guarantee the public’s safety and security.
The Mail Center Safety and Security workshop will provide mail center managers and supervisors with the most up-to-date knowledge to control future threats and attacks. Participants will be taught how to prepare for and prevent security issues and will be introduced to newest safe and secure mail center designs and documents. Best practices in mail center handling procedures will be analyzed and the appropriate action plans in the event of a security threat will be discussed.

About Your Speakers:
Guy Cottrell joined the Postal Service in 1987 as a letter carrier in New Orleans, LA. He was promoted to Postal Inspector in 1990 in the New Orleans Division where he investigated internal and external mail theft throughout Louisiana and southern Mississippi.
In 1999, Guy was promoted to a supervisory Team Leader position in San Francisco, CA. During his tenure in this international gateway city, he led teams working international, military and domestic mail theft as well as external mail theft in San Francisco and northern California.
After a stint as Acting Assistant Inspector in Charge (AIC) in the Detroit Division, Guy was selected for the AIC position in the Charlotte Division in 2003. He had oversight of five teams of Postal Inspectors working all Inspection Service programs in North and South Carolina.
Shortly after arriving in Charlotte, Guy was chosen by the Chief Postal Inspector to be part of a core team of individuals to review all programs and casework nationwide in order to assess needs and redeployment of resources. This was followed by a six month detail as Acting Inspector in Charge of the Pittsburgh Division, where Guy oversaw the activities of 150 Inspectors, Postal Police Officers, and support personnel in Western PA, Ohio, Kentucky, and West Virginia.
In 2005, Guy was promoted to Inspector in Charge of the Washington Division. He led over 200 Inspectors, Postal Police, and support personnel in the politically charged Capitol region, including oversight of the Inspection Service personnel working the Amerithrax investigation. In 2008, Guy was asked to come to national headquarters to lend his expertise and leadership to the Chief Postal Inspector’s role as Chief Security Officer of the Postal Service as Inspector in Charge of the Security & Crime Prevention/Communications group. His group is charged with guiding the Inspection Service toward a risk and management analysis platform by streamlining programs, conducting reviews, and finding cost effective and innovative solutions to security problems as well as overseeing internal and external publications, videos, and the Postal Inspection Service's external Web site.
Guy is a native West Virginian who grew up in the New Orleans, LA area.
He graduated from the University of New Orleans with a BA in Psychology.
Willie Coleman began his career in Mail Management and his employment with Service Source in 1980. He has been the Project Manager for Mail Management at the Environmental Protection Agency since 1998. Recently promoted to Vice President Mail and Logistics Service, he provides leadership and management to a team of mail professionals.
Under his leadership, EPA's mail center handles over 15 million pieces of mail annually.
In May 2007, Willie passed the Certified Mail and Distribution Systems Manager (CMDSM) examination. Willie also graduated from the Postal Academy in Norman, OK and is a Certified Executive Mail Center Manager. He is also the Executive Vice President of the Metro Area's Mail System Management Association.
In May 2008, Willie was selected as the Mail Systems Management Association's Manager of the Year.
Willie's extensive knowledge in computer technology has helped him to ensure that mail systems in use at EPA are state-of-the-art. Willie also builds high end computer systems as a hobby.
Willie is a native of Chicago, Illinois, who served his country in Vietnam and graduated from the U.S. Air Force's Air University Academic Instructors School as a Training Instructor. He has spoken at several Mail seminars and Symposiums across the country, including MAILCOM and the Postal Forum.

Workshop Location:
The workshop will be held in the Homeland Defense Journal Training Center in the Jefferson Plaza Building at 1421 Jefferson Davis Highway (7th floor), Arlington, VA 22202. Public parking at the facility is available for $10.00 early morning special (before 8:00am) or $18.00 all day. The Jefferson Plaza Building is just two blocks from the Crystal City Metro Station on the blue and yellow line. Please note: the parking garage is located on Crystal Drive.
