this Briefing:
The watchword of the 2008 election cycle is “change.” There will be a new administration come next January. There will be major changes in the Halls of Congress. No policy area will undergo more profound change than homeland security.
The Homeland Security 2009 AM*Briefing will provide attendees with a practical understanding of what the 2008 election cycle will mean for homeland security. The Briefing will offer an in-depth, first-hand look at the major homeland security priorities of both the Democratic and Republican presidential candidates. It will also analyze the outcomes of various scenarios for the next Congress and how these scenarios stand to impact homeland security policies and programs. It will provide insights about the transition process and offer an understanding of what the upcoming transition will mean for homeland security.
Within the Executive branch, homeland security has been led, to date, solely by one administration, the Bush administration. No matter whether the transition is to a Republican or Democratic administration, there will be significant changes from the current Bush approach. However, if a Democrat wins the White House, it will be the first time ever that DHS has been led by a Democrat. The likelihood of sweeping changes here is high.
The direction for homeland security—no matter who is elected—is already being defined. As the general election heats up the two candidates will put forth homeland security campaign positions that will begin to define their respective approaches. In the late stages of the election both campaigns will begin, at first privately, to prepare for the transition. Immediately following the election, the transition process will kick into high gear. The lasting impacts of these processes (the campaign and transition) will be felt almost immediately—long before a single rule has been proposed, bill has been dropped, or Cabinet member has been confirmed.

At the same time, the 2008 election cycle will also produce major changes in the halls of Congress. A series of incumbent members are retiring leaving large numbers of seats open for the 2008 election cycle. How these House and Senate races play out will have a substantial impact on the makeup of the next Congress, and in turn homeland security.
Having a sense of the direction of homeland security in the coming administration and Congress is critical to being able to manage change and play a role in setting the course of the future.
