A top Administration priority since the events of 9/11 has
been to improve immigration controls and security along
the borders with Canada and Mexico. Department of Homeland
Security recently announced the Secure Border Initiative (SBI),
a comprehensive plan to secure America's borders and
reduce illegal migration. SBI will include increased
staffing, new technologies, enhanced infrastructure, and
new regulations and legislation to address the
multi-dimensional problem of illegal immigration. In
addition to establishing operational control of our land
borders, DHS must also prevent individuals who enter the
country through legal channels from violating their terms
of entry and adding to the 13 million individuals who are
already here illegally.
In response to this high-priority federal initiative,
Homeland Defense Journal is sponsoring a conference that
will bring together subject matter experts from the
governmental, industrial, and academic sectors to discuss
how to address the problems of deterrence, detection,
response, apprehension, detention, and removal.
At this conference on "Meeting the security challenges
posed by illegal immigration and international travel,"

Pancho Kinney is responsible for strategic planning and
homeland security issues for HNTB Federal Services
Corporation. A wholly owned subsidiary of HNTB, Federal
Services Corporation focuses on meeting the facility,
infrastructure, security, and planning needs of the
Federal government.
Before joining HNTB, Pancho Kinney was the Deputy Director
of International Affairs within the Office of the
Secretary at the Department of Homeland Security (DHS),
where he was involved in all aspects of the Department’s
activities, including border and transportation security.
One of the ‘founders’ of the Department of Homeland
Security, he was a member of the small transition team
established by the White House to stand up the new
Department in January 2003.
