About this Workshop:

Recent hurricanes and localized events such as the chemical plant explosion in Apex, North Carolina or the train derailment in Graniteville, South Carolina clearly demonstrate that planning done on a jurisdiction-by-jurisdiction basis is not a viable option. What would happen if an incident in downtown Washington, D.C., caused the evacuation of the area’s population into neighboring states such as Virginia, West Virginia or Pennsylvania? The infrastructure of less populated areas in these states may not be equipped to handle a major influx of evacuees. Even large metropolitan areas aren’t prepared to accommodate mass evacuees as we saw in recent hurricane evacuations.

The workshop will walk participants through the regional planning process. Using proven planning methodologies, the workshop guides participants in creating sound strategies for a variety of catastrophes, both natural and man-made. This best-practice approach to planning provides emergency managers and key officials with detailed data and tools that promote effective decision-making during a catastrophic event. The objective of catastrophic event planning is to maximize the preservation of life, protect property and restore the infrastructure as rapidly as possible. Long-term recovery planning is also a very important component of regional planning, ensuring the economic viability of the region by minimizing business disruption and providing individuals with appropriate levels and types of relief without delay.

This workshop will provide guidance on how consensus can be developed around a regional vision, and provide creative and innovative solutions in support of the region’s goals and priorities for an evacuation plan. This workshop will discuss best-practice approaches from the speaker's experiences in regional planning efforts for regions throughout the country, including the 10-county Atlanta Regional Commission (ARC), the National Capital Region, San Francisco, Seattle and the St. Louis Area Regional Response System (STARRS).

The workshop will feature interactive sessions. Beginning with the key elements of regional evacuation planning, we will focus on the methodology for developing an all-hazards regional evacuation plan. The workshop will feature different scenarios to the audience and walk through potential solutions to respond to these scenarios.
